What's there to hear, the ETA was quiet?
It doesn't have to be, it just increases the price.
Although I admit that steam and diesel locomotives produce more interesting sounds, it still makes sense for some users to equip other types of vehicles with sound, too - otherwise, the sound project for ETA150 from ESU would not exist.
Even if the electric traction motor doesn't produce any distinctive sound, rail clanks, brake sounds, curve squeals, in-train and station announcements, compressor, different types of horns, doors, conductor's whistles - all this is still important to certain users.
Thus, fitting ETA150 with a sound decoder is not a duty - it is just an opportunity, and everyone is free to choose whether to use it or not

Just look here - as much as 18 different sounds are offered in the prototypical sound project. It is more than enough for those who like to equip their models with sound to do the same with ETA150:

It is also worth noting that ESU always offers all sound projects for free (unlike some other manufacuters).
