The TGV is suitable for 350km / h.
The TGV "Ouigo" is the inexpensive version.

Although I don't live in Germany, I already traveled a lot by ICE. Average speed is around 200 km/h, with very rare exceptions up to 250-300 (at least on my most often routes - Hamburg-Nürnberg and Nürnberg-München). Some years ago, I lived in Finland, where trains drive at 200-220 km/h at the fastest (Pendolino/Allegro). Recently I enjoyed a round-trip from Krakow to Gdansk in Poland by Pendolino ED250 (for a super-bargain price by the way ) The maximum speed was also "only" 200 km/h.
So traveling by train at 320-350 km/h would be actually a new experience to me, since I traveled in France mostly by car

I think that ICE and TGV are not really comparable. These are two different concepts. When I toke the TGV once, I felt like I was sitting on a plane. In my opinion it is narrower and lower, while the ICE is a full size train. But that's not really my topic. Someone else will be better able to comment on it.
In France, the high-speed lines seem to be better developed.
Ich denke, dass ICE und TGV nicht wirlich vergleichbar sind. Das sind zwei unterschiedliche Konzepte. Als ich mal TGV gefahren bin, hatte ich das Gefühl im Flugzeug zu sitzen. Meiner Meinung nach ist der auch schmaler und niedriger, während der ICE ja ein normal formatiger Zug ist. Aber so richtig ist das nicht mein Thema. Jemand anders wird sich besser dazu äußern können.
In Frankreich scheinen die Schnellfahrstrecken besser ausgebaut zu sein.
